The development of new zoning regulations in Hutchinson has prompted some criticism on the city council that some rules represent government intrusion. Parking and landscape requirement for businesses sparked some debate Tuesday during a city council study session.

The government's job is to protect the health, safety and welfare of the public, and having a group of flowering shrubs next to a building is not going to make Hutchinson safer   -Ron Sellers

In an effort to breathe new life into a longtime local event, there has been a reorganization of the Clay County Fair Association board of directors. The group, which is made up of some of the former members and some new faces, also has stepped up efforts to promote the annual fair and use of the fairgrounds on the north edge of Piggott. During a meeting Nov. 10, these individuals were either elected or re-elected to the fair board: Marty Conley, Irene Causey, Danny Seal, Janet Cale, Roger Cale, Shelb

Councilman questions the fairness of new zoning proposal for strip clubs, novelty shops. Councilman Ron Sellers wanted to make it clear on Tuesday that he is not a proponent of adult entertainment businesses. Rather, he said, he is an opponent of bureaucracy and government infringement on individual rights, and therefore questioned the restrictiveness of proposed zoning regulations related to those types of establishments.

Until I see a final map that shows exactly where they'd be able to locate, I can't make a decision   -Ron Sellers

City leaders Tuesday had some serious concerns over a proposed update to the housing code that would set maintenance standards for both rental and owner-occupied property. However, they also weren't willing to scrap the idea of strengthening codes to set a baseline for what is considered acceptable living conditions in Hutchinson. Ultimately, the Hutchinson City Council requested the proposed code – the 2006 International Property Maintenance Code – be tweaked to address concerns over government intru

When Spetman was pursued by a couple of reporters Tuesday and asked when he might address the specifics of Bowden's departure, Spetman replied meekly, "In a while." In a while is when you mow the lawn or weatherproof the deck. It's not when you address the departure of a legend.

Trash service in Hutchinson likely will be changing in 2010 with the goal of encouraging more recycling. At a Tuesday meeting, Hutchinson City Council members were very supportive of the opportunity to offer single-stream recycling and the issuance of recycling carts to residents at no additional cost. To both offset the cost of the new recycling program and also to incent residents to use the program, the council seemed to lean toward discontinuing yard waste collection services and the practice of p
